a. that they can economize when there is a rise in the overall price of food == meaning to economize is to practice economy, i think this is correct costruction but wordy as comared to E
b. on which there can be economizing when there is a rise in the overall price of food == wordy construction "on which" and economizing shows continuing action
c. for economizing if there will be an overall rise in the price of food == -ing form not required
d. on which to economize when the overall prices of food rise = cant hv two verbs in the same sentence ( have and to+ )
e. that can be economical when overall prices of food rise = correct and concise

First off, this is a really weird question, and I feel like the source and answer are debatable.
As for the question:
Economize itself means to reduce or to limit, and in essence, to use something in an economical manner. So there's no real need for prepositions following the word. The "they" pronoun is ambiguous. Hence we can eliminate answer choice A. B is just supremely wordy. C says "For economizing" which doesn't make any sense either.
Between D and E - either could be the right answer, but in terms of GMAT SC, its most likely neither will be. This question is a rip-off from a New York Times article and has been modified for god-knows-what reason. I would recommend verifying sources before you do a question. Ambiguous questions like this will make your score go down, not up.
LOCKED.
