Assuming these are correct, here's my line of thought.

1. I narrowed it down to A and B because I wanted costs associated with...and with the development.... to be parallel. Between A and B I went with B because at the end of the sentence it says "are prohibitive" which means cost(s) must be plural. If it were just the cost, it would say "is prohibitive"

2. Right away I narrowed it down to D and E. The beginning of the underlined section "has not..." refers back to the efforts to equalize the funds from the very beginning of the sentence. Since efforts are plural you have to use have instead of has. I then chose D between the last two options because E just doesn't make sense.

Are those the OA or am I off?

- "Efforts" is the subject so plural "have" is required.

Efforts to equalize the funds available to school districts, a major goal of education reformers and many states in the 1970's have not significantly reduced the gap that exists between the riches and poorest districts.

E is Passive and Wordy.
