IMHO, it depends on how the word chance is used.

If "chances" is used in the sense of odds, then "chance of" or "chances of" seems to be appropriate.

His chances of being accepted by Stanford are good.

If "chance" is used in the sense of "opportunity, then "chance to" seems to be appropriate.

He has a chance to be a star.

Just my opinion.....
