B. 9.4
C. 8.35

The third side of a triangle should be greater than the difference between the other two sides and less than the sum of the other two sides.

15/4-3/5 < a < 15/4+3/5

(75-12)/20 < a < (75+12)/20

3.15 < a < 4.35.

Only integer between the above range is 4. a = 4.

Perimeter = 4+0.6+3.75 = 8.35

C is the answer.
