6. If 500 is the multiple of 100 that is closest to x and 400 is the multiple of 100 that is closest to y, which multiple of 100 is closest to x+y?
a. X < 500
b. Y < 400

I think I'm reading the question wrong or something. thanks!

question is unclear: what is closest to x? 100 or 500?

should be 500. lets try.

a: if x < 500, x could vary from 450 to 490. it is obviously insuff as it is not clear about only x but also y.
b. same as above.

togather, x+y could be 800 or 900. nsf. so //E//.
