7x/10 = 5y/10 = 35

So, x = 50 ad y = 70

Y as % of x = 70/50*100 => 140

Hence answer will be (E) 140%

If 70 percent of x is equal to 50 percent of y, then y is what percent of x?

70% of x = 50% of y
$$\frac{70}{100}$$ * x = $$\frac{50}{100}$$ * y
y = $$\frac{70}{100}$$ * $$\frac{100}{50}$$ * x = $$\frac{7}{5}$$x
y percent of x = $$\frac{7}{5}$$ x 100 = 140%

We need to determine the value of (y/x)(100). We are given that 70 percent of x is equal to 50 percent of y; thus:

0.7x = 0.5y

7x = 5y

7/5 = y/x

Thus, y as a percentage of x is:

(y/x)(100) = (7/5)(100) = 140

70/100 * x = 50/100 * y
Or 7x = 5y Or y/x = 7/5 = 1.4

Thus y is what % of x = y/x * 100 = 1.4*100 = 140%
