a is K percent of b
--> a = K/100*b
--> b = 100a/K ....... (1)

b is what percent of 0.1a
Let b be x percent of 0.1a
--> b = x/100*(0.1a)
--> 100*a/K = x/100*a/10
--> 100*a/K = x*a/1000
--> x = 100,000/K

IMO Option E

I did this using a dummy example

8 is 20% of 40=>so 40 is what percent of 0.8=> this gives me 5000%=> therefore option E ,that is, 100,000/20=5000

given ; a=k/100 * b
and find b = x/100 * 0.1a
so solve for x ; 100,000/K

If a is K % of b => a = $$\frac{Kb}{100}$$
=> b = $$\frac{100a}{K}$$ = $$\frac{1000}{K}$$ * (.1a) = $$\frac{100000}{K}$$ % of .1a.
