I am not expert at english grammar but i think that in this case there's something gotta do with the tense.

In D we have "A single strain of plant used" and in the 2nd part you have "increases" which is not past tense i dunno which one it is the present perfect or whatever... but the sentence would have made more sense to me if it said "increased"

In E you have "The use of" and in 2nd part "increases" which looks right to me.

This explanation may b incorrect but wanted to give it a shot.

The answer must be E.

D says

The sentence is claiming that A single strain increases the likelyhood of all those bad things happening. The sentence actually means that the act of using the single strain increases the likelyhood.

Shortlisted to D and E.
E for me too. because "The use of single strain of plant for a given crop over a wide area - a practice"

rather than

A single strain of plant used for a given crop over a wide area - a practice.

D is incorrect because it implies that "A single strain of plant" is a practice fostered by modern seed-marketing methods.
