I would go with D.

(A) it will expand the amount that can be used as fuel and reduce the price of oil
Correct antecendant of if is not know..We dont know if "it" refers to oil, finding of oil or what
(B) the amount that is able to be used as fuel will expand and the price of oil be reduced
Notice the part "that is able to be used"...clearly wrong
(C) it will cause an increase in the amount that is able to be used as fuel and a reduction in the price of oil
Same as in A
(D) the amount that can be used as fuel will increase and the price of oil will drop
CORRECT
(E) it will increase the amount of oil that can be used as fuel and cause a drop in the price

Deposits are plural, so it is incorrect.

Take (D) becasue can is more concise than will be able to.

I picked D because thats the only one that has a paralel structure " will do A and will do B"

how do we conclude if it's the "discovery of deposites" or the 'deposits' themselves that will cause the predicted effects?

i somehow always take a lot of time for such questions - 2:43 for this one.

deciding if it's the act or the subject (as in deposites)

"It" incorrect referent. Does it refer to the finding or to the deposits
(B) the amount that is able to be used as fuel will expand and the price of oil be reduced
use of "able" is wrong, this is a hypotetical situation hence "to be" cannot be used and the use of "can" has be used to include the probable situation

(C) it will cause an increase in the amount that is able to be used as fuel and a reduction in the price of oil

correct. amount refers to oil, the use of "can" to denote the probable situation, the parallel usage of "will..." "will...."
(E) it will increase the amount of oil that can be used as fuel and cause
same as A.
