(C) it will cause an increase in the amount that is able to be used as fuel and a reduction in the price of oil

D is best
A,C and E "it" has incorrect referent.

If additional deposits of oil are found, it will increase the amount of oil that can be used as fuel and cause a drop in the price even if the deposits are not immediately tapped.

"it" incorrectly refers to plural noun "additional deposits"

B is obviously wrong because there is no such thing as an "amount being able to"

it is ambiguous
between B and D ... D is best (B is unnecessarily wordy)
