Let the price of one half gallon be p.

From St1,

in the discounted sale he bought p+0.5p=1.5p.
during normal times he would have bought the same for 2p.

Hence the savings percentage is (2p-1.5p)/2p*100
sufficient
From st2 we dont have any info about the discounted price. insufficient.
