Mod is always positive. If we take k as 8 then 17k = 136 and |129-17k| = |129-136| = |-7| = 7.

The main problem with this question is that you need to be precise about what you are looking for:

you are looking for MIN(|129-17k|) NOT MIN(k)!

How is the answer D =7 ?? Why it's not C =8 ??

To minimize |129-17k| we need to maximize 17k

Now, k = 129/17 ~ 7 , Thus Answer must be (D)

8 is the value of k that minimizes the value of |129-17k|

However, the question doesn't ask us to find the value of k.
The question asks us to find the minimal value of |129-17k|

If $$k$$ is an integer, the least possible value of $$|129-17k|$$ is

A. 10
B. 9
C. 8
D. 7
E. 6

Given: $$k$$ is an integer

Asked: The least possible value of $$|129-17k|$$ is

129/17= 7 10/17
To minimise |129-17k|, the value of k will be 8 since 10 is closer to 17 than to 0.

|129-17k|= |129-17*8|= |129-136|=7

IMO D
