Combing both the statements, line M passes through Q1 and Q2.

The only possibility is that the line M is parallel to x-axis and above the-axis. A slight tilt in the line M violates the combined statement.

And the line parallel to x-axis has a slope=0
Sufficient to conclude that s=0.
