As perfect square always positive, n can't be 0.
so in my opinion statement c is sufficient

Perfect square is always non-negative.
It can be zero also.

Can 0 be considered a perfect square?

Yes. A perfect square, is an integer that is the square of an integer. For example 16=4^2, is a perfect square. Since 0=0^2 then 0 is a perfect square.

If n is a integer, what is the value of n?
(1) \(n^3\) is a perfect square
(2)\(n^3\) = n

This is a value question; so you need a definite value for n.

Statement 1: you can test for 0 and 1; since we are getting 2 values for n; this statement is clearly not sufficient by its own.

Statement 2: you can test for 0 and 1; since we are getting 2 values for n; this statement is clearly not sufficient by its own.

Combining the two statements do not help in any way!! Hence the correct answer is E
