Let's say r = -1 and s=1

A. |r|/s ======> |-1|/1 = 1/1 ===> positive
B. |s|/r ======> |1|/-1 = 1/-1 ===> Negative (Wins)
C. r^2 + s ======> (-1)^2 + 1 = 1 + 1 = 2 ===> positive
D. r^2*s^2 ======> (-1)^2 + (-1)^2 = 1 + 1 = 2 ===> positive
E. -r/s ======> -(-1)/1 = 1/1 ===> positive

So Answer is B

Is it involving complex numbers (i^2 =-1 kind)?

I would go for E too..
