The answer is A.

This one is a simple conditional structure: if had not made, then might have downgraded.

Alternatively, you could use: if did not make, then might downgrade.

Agree with A
Just to add: past perfect is good because if you look at the part which is not underlined, you see "downgraded" which is simple past. Past perfect "had not made" ensures that this is something which would have happened before the downgrade
