Let us keep the citizens as same 100,000 as the choices have either 100,000 or 128,000.
We would look at 128,000 if the choices with 100,000 don't fit in.
If the citizens are same, only the numerator 500 will get affected...
28% drop means 72% of initial, so initial = $$\frac{500*100}{72}$$... Now this should be > $$\frac{500*100}{75}$$ or $$\frac{500*4}{3}=666.7$$.
Only E fits in..
If we lo0K at A, B and C , the numerator should be ore than 695 as the denominator has been increased.

earlier rate x
and drop 28% = .72
so x*0.72 = 500/10^5
x= ~695 per 10^5
