In any triangle, The third side should always be greater than the difference between the two sides and less than the sum of the other two sides.

12-7 < x < 19
5 < x < 19

perimeter = 7+12+x = 19+x
Only possible value is 9. 19+9 = 28.
Satisfies the condition.

B is the answer.

Since x can be anything from 6 to 18 we will check with the options.
1st go with the extreme values
let x= 6, so the perimeter will be 7+12+6= 25, so we cross out option A
Next let x = 18, 7+12+18= 37, cross out option C,D,E . hence we are left with option B.

Absolutely correct we need to find data within the given range, so the Min and Max possible value of perimeter must be

Min : 12+7+6 = 25
Max : 12+7+18 = 37

Now check the given options, only option (B) falls within the given range, thus our Answer must be (B)
