Since 3 is the mode, y must be 3, and the average of the list is 16/4 = 4.

Mode= 3
So, Y must be 3

Average= \(\frac{(4+6+3+3)}{4}\)= \(\frac{16}{4}\)= 4

\(Answer: C.\)
