Interesting question. My take:

1) First of all, we're going to use the following relationship: $$Rate = \frac{Amount}{Time}$$. Vivica writes $$\frac{3}{4}$$ of the document in 42 minutes. This would indicate that, IF Vivica was typing at a uniform rate, her rate would be $$\frac{3}{4}$$ * $$\frac{1}{42}$$ which simplifies to $$\frac{1}{56}$$.

2) Thus, if Vivica typed at a uniform rate, she would've completed the document in 56 minutes. However, we are only told that her average rate is above 90 words/minute, so technically she could've stayed above this average for the first 42 minutes and then dropped far below this average in the remaining minutes of her writing, which could've brought the total time consumed above 60 minutes (1 hour). Therefore, Statement 2 is vital to conclude that she is actually writing at a uniform rate and the correct answer choice is thus C.

Solution:

Givent that, average speed is = Vav > 90 words/min
and time < 1 hour or t < 60 min

1) 3/4 of document is done in 42 min
means 1/4 remaining.
if we assume the work will finish in 60 minutes, then 3/4 of 60 =45 minutes : so 42 is less than 45
but we are not sure of speed of remaining 1/4 . Not sufficient

2) speed throughout is constant. NOT SUFFICIENT

Combining 1&2,
the speed for remaing 1/4 document :
3/4 ----- 42 min
1/4------ 42/3 = 14 min

total time it will take = 42 +14 =56 min, which is less than 60 min
