$$\sqrt{0.49x^{16}}$$ = $$\sqrt{49/100}*x^8$$ = $$\frac{7}{10}*x^8$$ = $$0.7x^8$$

√0.49x^16 = 0.7* x^8

( 0.7*0.7=0.49 & since x appears 16 times or rather is multiplied 16 times taking the square root of those 16 X'es will give us half of it i.e 8)
