I think the best way to answer the question is using some numbers.

St 1: Not sufficient
x| * y < -9
Case 1: x=-10, y=-2 |-10|*(-2)<-9 So x is not greater than -9
Case 2: x=-5 , y=-2 |-5|*(-2)<-9 So x is greater than -9

St 2: Clearly not sufficient

St 1+ St 2: Still not sufficient. You can have several different cases
So the answer should be E.

For me it is E.
st 1) |x|y< -9
xy <-9
xy> 9
Not suff
st 2) y < = 1
Not suff

1) + 2) if we take y = 1; |x| < -9 so x < -9 and x > 9
if y = 0 then product is zero. So not suff. hence E
