I will go for B on this one ...

St1: let X = 4 Y = 4 then
x/2y R = 4.... X/Y R = 1
let X = 4 Y= 5
x/2y R = 4 ...X/Y R = 4................... Insufficient

St2:

X+y/y R = 4

X = 9 ; Y = 5 X+y/y R = 4 and X/y R = 4
X = 4 Y = 16 X+Y/Y R = 4 and X/Y R = 4..

Holds good .. sufficient
Hence B
