If x is a positive integer, what is the tens digit of x?

I. When the product of 2 and (x+1) is rounded to the nearest tens, the result is 40
the product of 2 and (x+1) = 2(x+1).
rounding an integer to nearest ten and result being 40 means, the integer is from 35-44
Thus $$35\leq2(x+1)\leq44..........33\leq2x\leq42........17.5\leq{x}\leq21$$, so number can be 18,19,20 or 21...
Thus tens digit can be 1 or 2..
Insufficient

II. When the product of 3 and (x+1) is rounded to the nearest tens, the result is 70
the product of 3 and (x+1) = 3(x+1).
rounding an integer to nearest ten and result being 70 means, the integer is from 65-74
Thus $$65\leq3(x+1)\leq74..........62\leq3x\leq71........20.6\leq{x}\leq23.6$$, so number can be 21, 22 or 23...
Thus tens digit can be only 2..
Sufficient
