It is more of Set theory question.

Number is even = 2,4,6
Number less than 4=1,2,3
So Numbers that satisfy the criteria (Union of the two sets)=1,2,3,4,6
So Probability=5/6

Alternatively: 1-prob(Not even and greater than 4)=1-1/6=5/6

even - 2,4,6 ; 1/2
<4; 1,2,3 ; 2 is repeated ; 2/6 ; 1/3
total 1/2+1/3 ; 5/6
