Statement 1: INSUFFICIENT.
2Z is NOT a FACTOR of 8
Or, Z is NOT a factor of 4.
So, Z can be 3, 5(Odd), 6 (Even).....

Statement 2: SUFFICIENT
3z/4 is a factor of 6
Or, 3z is a factor of 24
Or, z is a factor of 8
So, Z can be 2, 4 & 8 (those are the maximum possible factors of the main statement. Some of the factors may not work in main statement)

Here, applicable factors in statement 2 is 4 & 6 only (both positive)

Statement 2 can also be solved in the following ways.
What are the factors of 6?
=1,2,3 & 6.
So, 3z/4 is a factor of 6
Or, the value of 3z/4 can be
1 (z becomes fraction. Question says Z must be integer. Cross it out)

2 (z becomes fraction. Question says Z must be integer. Cross out)

3 (Z=4; EVEN)
6 (Z=8; EVEN)

In statement, it is easier to think about "Z is a factor of 4" than to work with "Z is NOT a factor of 4". In this situation, I find out factors of the number and then remove those & work with the remainings to find out "Z is NOT a factor of 4"
