In 1966 the operative mortality rate in open heart surgery at a certain hospital was 8.1 per 100 cases. By 1974 the rate had declined to 4.8 per 100 cases. If the rate declined by 20% from 1973 to 1974, by approximately what percent did it decline from 1966 to 1973?

Rate declined by 20% from 1973 to 1974.
Means 4.8 of 1974 = 80% of 1973.
4.8 = 80/100*x
x = 6.
Now, decline from 1966 to 1973 = (6-8.1)/8.1*100 = 2.1/8.1*100 = 21/81*100 = 20/80*100 = 25%
