In 1986, the city of Los Diablos had 20 days on which air pollution reached unhealthful amounts and a smog alert was put into effect. In early 1987, new air pollution control measures were enacted, but the city had smog alerts on 31 days that year and on 39 days the following year. In 1989, however, the number of smog alerts in Los Diablos dropped to sixteen. The main air pollutants in Los Diablos are ozone and carbon monoxide, and since 1986 the levels of both have been monitored by gas spectrography.

D), Local industries that are exempted from pollution control, would this not increase the total pollution?

wud go for D, because by the passage its not clear if these industries were really responsible for air pollution.

Let's summarize the trend: from 1986 to 1988, the air pollution level was rising ...in 1989, it drops. So what should explain that?
A. well reasons why there's the drop in 1989 since the measures were enacted in late 1988.
B : the same to A.
C also helps explain why there's the drop in 1989.
E : since the measures were enacted in early 1987 ...we can tell the level of ozone and CO. What is in E should be counted from 1987 ...thus E elaborates why there's the drop in 1989.
Using POE + the above reasons of other members, I would go for D.

lets see the answer choice. It is asking for argument LEAST helpful in explaining the air pollution levels in Los Diablos between 1986 and 1989

A. Explains the argument
B. Explains it very well
C. Explains it.
D. fails to explain.
E. gives a reason.

So clearly it is D.

a) Out: The new controls maybe more comprehensive in that it is more accurate in measuring the pollution: this would explain the smog aleart drop in 1989
b) Out: Same as A
c) Out: New scale could be more stringent, catching more polluntants
d) Out: If companies are exempted from the control measures then they could emit more pollution without punishment. This could explain why the decrease in smog alert in 1989

I pick E. This does not explain anything and is the least useful.

B)...b/c we only know that this spectometer was invented but we dont know whether it was used...
