in A, it is not clear what "it" refers to. Does it refer to "charitable foundation" or "local branch".
B "had been installed" uses improper tense
D "them" does not have a clear cut referrant
E sounds as if the "installation" process is still ongoing

"them" in (D) can refer only to "the wheel chair access ramps" since the award was presented to "a local branch" which is singular.

having installed wheelchair access ramps well before local law required them (to be installed)

What is the correct answer?
