yes its E. use elimination. first 4 do strenghen rather than weaken the conclusion.

I voted for A, because the argument based on that the increasing viloation crime rate results from immigrator of another place, so the weakeness shall be on not that factor causes increase in viloation crime.

Because it says that population of Monrovians decreased in the year 1998 in Abstania.

E is pretty controversial. Population in Abstania may in fact increase, say due to re-immigration of Monrovians from the third countries.
I would say that E does nothing--neither strengthens, nor weakens.
