A. "expressed agreement" is incorrect. So A is eliminated.
B. Prosperity is missing. It would change the meaning of the sentence. So B is eliminated.
C. "focus" is used in wrong form. So C is eliminated.
D. Correct
E. "advance agenda" is wrong. So E is eliminated
