The highlighted word , suggests use of subjunctive mood..

Structure of Subjunctive mood is
Quote:
subject + verb + that + subject + verb in simple form.


Hence among the given options only (C) is correct !!

Subjunctive mood is required here. Option D has it.

In 2006, the university's Student Union was occupied for eighteen hours by protesters demanding that cafeteria workers must be permitted to unionize.

A. That cafeteria workers must be permitted
B. Cafeteria workers are permitted
C. That cafeteria workers should be permitted
D. That cafeteria workers be permitted
E. The permission of cafeteria workers
