We can let m = the number of male citizens and f = the number of female citizens in this country. So there are (m + f) citizens in this country.

From the information given in the problem, we see that 0.6m male citizens and 0.7f female citizens are eligible to vote. Furthermore, 0.7(0.6m) = 0.42m male citizens and 0.6(0.7f) = 0.42f female citizens voted.

Therefore, a total of (0.42m + 0.42f) citizens voted. The fraction of the citizens who voted is:

(0.42m + 0.42f)/(m + f) = 0.42(m + f)/(m + f) = 0.42

Assume the number of male and female.

male = 50

Female = 50

Eligible voters:

male = 50 * 0.6 = 30
Female = 50 * 0.7 = 35.

Eligible voters voted:

Male = 30 * 0.7 = 21

Female = 35 * 0.6 = 21.

Total eligible voters voted = 21 + 21 = 42.

Total citizens = 50 + 50 = 100.

Fraction required = 42 / 100 = 0.42.

A is the best option.
