In order to maximize the range, minimize the numbers around the fixed median.

The trap: thinking that the median must be between two integers. (That is, 49, 50, 51...) Fall for that trap and you get answer D.

Minimized numbers near the median are:

50, 50, 50, .....??
Range is 60.
(50 + 60) = 110 = highest possible integer
