Here.. the BUT after the comma is redundant. usually you should be able to take stuff between the bracing commas and the sentence should still make sense (usually.. and these are calling the comma hugs per some girl instructor in KAPLAN).

So lets take off the commas and check.. The discus used in track competition,..,but now lined with lead
around the perimeter, thereby improving stability in flight and resulting in longer throws.

That is a run on sentence or some sort of improper grammar construct. Right? thats why D is out.

C is correct because of the proper placement of modifier which all the other choices miss out.

Two errors in the original sentence:
1. Verb tense: used previously ........ is concentrated
2. Modifier: the weight of the discuss used .......... but now is lined

E. The discus used in track competition was once designed having its weight concentrated in a metal center and now

Correct option - C

Hi there! Thanks for posting your doubt here, as requested.

If we focus on the meaning of the sentence, note that it refers to something being lined with lead. Logically, ‘weight’ cannot be lined with anything since it is a quality of the discus. Only the discus itself can be lined with lead.

Secondly, options A and B start with modifiers that refer to ‘a previous design’. Again, the design can only be the design of the discus – the weight itself cannot have a design, since ‘weight’ is not a concrete object but a value.

Comma hugs are usually useful to check the structure of the sentence.For example:
Sehwag, a massive hitter, loves to fight with his wife. In this the sentence should make sense even without the stuff between the commas. Sehwag loves to fight with his wife.
This can be used effectively with multiple commas and so on. I will provide more examples as I see them but you can check it out in other sentences. But be careful with these, do not always rely on this blindly. It is true for modifiers and appositives and most cases.

Clear C.What is being modified,the discus.Hence C as its the discus with weight weight concentrated in a metal center.Other options,misplaced modifier or else wordy.Even the usage of but now is inappropriate.Well explained Hemanth.

In A and B it is referring to the discus but the in the previous sentence the subject is the weight of the discus

D lacks a verb in the principal clause

I think the key is the phrase "lined with lead around the perimeter", which can only be referred to the discus.

modifier error is all except C,since discus has to be near lined. The weight isn't lined,as mentioned in other choices.

As per OG, and I agree to that:
B has a pronoun reference error: The pronoun "it" is referring to the weight instead of the discuss itself.
