Option B is awkward.

It says that (County officials)they might have been expected to have reduced them(property taxes). How can "someone might have been expected..."? IMO, it should be "it might have been expected of someone..."

I feel that B also have error. It is not clear what "they" and "them" refers.
Crane County officials - Plural
property taxes - Plural
Both are plural.

By considering the meaning, We can say that they refers to Crane County officials and them refers to property taxes. it also awkward.

I think correct choice B has an error, since in a sentence every 'they' and 'them' must have only one logical antecedent.

We cannot say that in the first instance 'they' is referred to officials and then 'them' refers to property taxes.

Even though they may appear not clear, they are parallel with the previous close construction "Officials raise taxes, they are expected to reduce them

I'm not so sure whether or not They is clear since we have both Officials and taxes but one thing is certain, "that it should be reduced " it has no referent

D. its reducing might have been expected
Its is a possessive pronoun with no antecedent (or we could say from a logical point of view, with an antecedent with which it doesn't agree with
E. there might have been an expectation for them to be reduced
In the construction of the verb "Someone" is expected to do something. Thus here might have been an expectation has no referent to the person expected and + "for them to be reduced" is not consistent with the logic of the phrase. Taxes can't reduce themself but by someone else.

The correct option is B.
Option A is incorrect because the phrase "it might have been expected for it to be reduced" is repetitive and redundant.
Option B is the correct answer.
Option C is incorrect because the phrase "they might have been expected that it should be reduced" is awkward and does not convey the intended meaning.
Option D is incorrect because the phrase "its reducing might have been expected" is grammatically incorrect and does not make sense in the context.
Option E is incorrect; it has a tense and idiom problem and theere has no referent.
