Conclusion is 'survey may underestimate the proportion of job applicants who are dishonest', B doesn't support the the conclusion.
If 'B' were the fact then survey would have OVERestimated the proportion of job applicants who are dishonest.

I choose 'A'

Option A is the right choice. It's certainly possible, and perhaps even likely, that a number of dishonest applicants would want to hide their dishonesty.

the question belongs to the type of other question, and the easiest way to deal with such question is to find the most meaningful option that perfectly matches the argument, hence A is the correct answer

some people who claimed on the survey to b dishonest may been answering honestly.
