Back to the question, the answer should be E: who are trying to do the attempt ?? the GOv of course but D is to wordy.

Thank you carcass.

I also thought that option E was the correct one, but it doesn´t say anything about the "two years", and maybe that is an important part of the sentene and shouldn´t be left out.

The answer is D. E does not use a modifier " over the next 2 years" - which is a clear meaning change.

D is wordy, but provides all the relevant information.

The construction “be + to + verb” is a formal construction that is used either a) to give an instruction or command, or b) to tell what is going to happen in the future. In the following three sentences, the “be + to + verb” construction signals that these are commands.

Command:

- You are to do your homework without watching any TV.
- The students are not to travel by subway without a friend.

Planned event:
- The plane is to take off at 9pm.
- The new kitchen cabinets are to arrive before December 20th.

This question is poorly constructed as E is missing the information otherwise it is the best choice.

We cannot afford to dispense with vital original info just for the sake of concision. E is missing at least a couple of critical mission elements.
D. the Federal Government is to spend three million dollars over the next two years on a program for reducing diet-related risk factors in 58 elderly heart patients

E. the Federal Government will spend three million dollars on a program to reduce diet-related factors in 58 elderly patients
1. That the program is going to spend money over the next two years is missing in E.
2. The dropping of the crucial 'heart' patient is antithetical to the essence of the issue. This is a program for curing patients already afflicted with the disease. So elderly "heart" patients is an indispensable fact of the topic.
E is infidel to the thesis
