D should be the answer , but correctly starts an independent clause.

A. times, but inexplicably they did not answer the call
B. times, but inexplicably the call was not answered by them
C. times; inexplicably they did not answer the call
D. times, but inexplicably the officers did not answer the call
E. times, inexplicably not answered by the officers

This question checks your knowledge on pronoun errors and usage of two independent clauses in a sentence.

A. Pronoun error. "They" refers to the police officers, obviously neighbor wouldn't call another neighbor.
B. There is no noun for "Them".
C. Same error as A.
D. Correct choice. This sentence connects the two independent clauses properly and there is no pronoun ambiguity.
E. Awkward and not parallel as "inexplicably not answered by the officers" is in passive voice and "and therefore did not make it to the house before the burglars left" is in active voice.

As an aside,
All sentences must have a main subject and verb. Any clause beginning with a relative pronoun (dependent clause) cannot contain the main subject or the verb.
2. Independent Clauses are those that can be sentences on their own. For connecting these clauses use one of the following:
a. Semi Colon
b. Comma + Coordinating Conjunction (For, And, Not, But, Or, Yet and So)

A. times, but inexplicably they did not answer the call - 'they' refers to neighbor or police station? Incorrect
B. times, but inexplicably the call was not answered by them - 'them' refers to? No noun present for them
C. times; inexplicably they did not answer the call - use of semicolon makes it independent clause. again error in 'they' same as A
D. times, but inexplicably the officers did not answer the call - 'the officers' is correct.
E. times, inexplicably not answered by the officers - Awkward construction

A. times, but inexplicably they did not answer the call - Use of plural pronoun for singular antecedent is incorrect. Hence Incorrect.
B. times, but inexplicably the call was not answered by them - Use of plural pronoun for singular antecedent is incorrect. Moreover, use of Passive voice is frowned upon in GMAT. Hence Incorrect.
C. times; inexplicably they did not answer the call - Use of plural pronoun for singular antecedent is incorrect. It is better to use BUT rather than creating two sentences in this option Hence Incorrect.
D. times, but inexplicably the officers did not answer the call - CORRECT
E. times, inexplicably not answered by the officers - Lack of use of BUT after comma leads to a Run-on sentence. Moreover, use of Passive voice is frowned upon in GMAT. Hence Incorrect.
