total votes Jack received = X + Y (where X and Y are the votes cast by residents of region X and Y respectively)
total votes Jack received = 40,000 + votes from region Y
according to question
Y = 0.70V
since Jack received 20% of votes from Y = 0.20Y = 0.14V
so,
total votes Jack received = 40,000 + 0.14V
