As "an alternative energy supply" is correct.
This eliminates D,E.
check their storm windows, -> 1
arrange for emergency provisions ... -> 2
remembering to renew their insurance policies to protect their property -> 3
1, 2 and 3 should be parallel as they form a list.
As check and arrange are outside the underline, we should change "remembering" to "remember".
This eliminates A.
remembering to renew their insurance policies to protect their property.
This eliminates C.
Correct answer is B.

IMO the answer is B. Only this option maintains parallelism and uses such as correctly to give examples.

Parallelism - recommend that..check.., arrange for A and B, and remember to.
