I think Q27 should be A. Here is why:

the passage presented two views, and the question obviously is asking for the author's view.

In the middle of the passage, the author said: "both the absolute number and the percentage of adult women participating in civil cases grew steadily throughout the eighteenth century", indicating women's economic activities had increased in the period. what did not change was the geographic (or scope, if you wish) part. Women's economic and civil case activities were limited in communities. but the frequency of the activities had increased.
