(A) landfills polluting the water to polluting the air with incinerators - Parallelism - landfills polluting the water - Noun phrase, polluting the air with incinerators - Verb-ing phrase
(B) landfills polluting the water to the air being polluted with incinerators - Parallelism issue - landfills polluting the water is not parallel to the air being polluted with incinerators
(C) the pollution of water by landfills to the pollution of air by incinerators
(D) pollution of the water by landfills to incinerators that pollute the air - Parallelism issue
(E) water that is polluted by landfills to incinerators that pollute the air - Parallelism issue

if we understand the logic thinking gmat SC apply to its problems, we can solve many of them.

using our common sense of this world, we find the illogic combination in sc.

environmental problem from A to B

land fill and water and incinerators and air can not be environmental problems, simply because it make no sense. only pollution of water and pollution of air can be placed in A and B positions above.

The underlying structure that is tested here is X to Y.
Within this structure, there is the issue of parallelism.

Let me explain.

Option A - landfills polluting the water to polluting the air with incinerators

Here if A = landfills polluting the water
Then B should be incinerators polluting the air. or some other parallel structure

Both A and B must have the same underlying structure.

Based on this we can now look at the options:

(A) landfills polluting the water to polluting the air with incinerators - Eliminate

(B) landfills polluting the water to the air being polluted with incinerators - Eliminate

(C) the pollution of water by landfills to the pollution of air by incinerators

(D) pollution of the water by landfills to incinerators that pollute the air - Eliminate

(E) water that is polluted by landfills to incinerators that pollute the air - Eliminate

Eliminate Options A, B, D, and E

Option C is the best choice.

It should be C IMO. Here the issue is to avoid air/water getting polluted. So it's better to talk about them.

I saw official answer to this question is C.

Can someone explain why A is wrong?

Incorrect comparison - from landfills to polluting

The only answer that fixes this comparison is C. This answer also maintains parallelism.

A. from landfills polluting…to polluting the air…No.
a. “landfills polluting the water” = noun phrase
b. “polluting the air with incinerators” = ing modifier
B. from landfills polluting…to the air…No.
C. from the pollution of water…to the pollution of air…parallel. Good!
D. From the pollution of the water…to incinerators that…No.
E. From water that is….to incinerators that…No.
