Answer should be C because the parts are parallel and it's clear that the comparison is made between "murders of passion" in both cases?

S-V agreement

(c) that murders of passion are less severe than premeditated murder but are more severe than manslaughter - Correct
(d) that murders of passion carry greater severity than manslaughter but is not as severe as premeditated murder
(e) that there is a consensus regarding murders of passion being of greater severity than manslaughter but not being as severe as premeditated murder - wordy

Bigger issue with B is the meaning issue. The question doesn't show any condition but this option shows condition. And comparision as well is nonsensical. In Question murders of passion is compared with manslaughter and premeditated murder. But this option compares manslaughter with premeditated murder.

that if murders of passion carry greater severity, then manslaughter are not as severe as premeditated murder
