Correct idiom is From X to Y

Would avoid (B) "being overthrowed with collaboration "

C) from the collaboration of government agencies in a coup d’etat to the collaboration of the agencies....

i believe its not about the collaboration ............... to collaboration , its about from X to Y

IMO ans is C
C compare correctly the collaboration of govt agencies to the collaboration of the agencies in foreign govt.
