Well-executed struggles for presidential power contribute both to governmental effectiveness and qualitative improvements in public policy.

This author argues that
A) French presidents are responsible for governmental effectiveness
B) skilful exercises of presidential power are desirable, regardless of the reasons
C) presidential effectiveness in public policy is as important as political ideology
D) struggles to gain presidential power produce far-reaching beneficial results

torn between (B) and (D)
But (B) is talking about excercising presidential power.

I believe (D) is the best.

I think (E) should be the answer, (D) looks like an extreme case here!
