Hi,
Firstly i like your habit of posting interesting questions .Keep doing that
In this question , If you have to choose the correct answer, you can easily do that by looking at
B. many of whom are ;- Many of them is better than many of whom are
C. many of who are
D. many of which
E. many are
They all are incorrect and sound awkward too.
Now coming to Patchwork thing :-\ Patchwork goes with :- Bustles with Farm workers
and green fields goes with :- that surround the San Joaquin Valley town

The short version is that we need to use meaning to interpret what portion of the sentence is being modified. In this case, the winning interpretation looks like this:

In good years, the patchwork (of green fields [that surround the San Joaquin Valley town]) bustles with farm workers, many of them in the area just for the season.

Very good question. Thanks a lot for posting. When I initially saw this question I thought the subject was "patchwork" rather than "fields".

the subject is the patchwork, hence the verb must be in singular form "bustles".
"that" refers to the fields, hence the verb must be surround.
choices B, D, and E are eliminated.
C - many of who refers to workers. it should be whom
answer choice A is the correct one.
