A is correct :

How can surround agree with singular patchwork.
This looks more like (B) to me.(surrounds is singular)

I pick B

Since patchwork is the subject, which is singular we need singular verb: surrounds which brings us down to choice B and E.

E is wrong because many are after the comma, what is the many are referring to?

B clearly states "many of whom" which is clearly referring to the farmers. :)

judging by the endings the answer can't be C D or E

it's b/w A and B

B even though looks like a correct SVA, has a problem with the ending

workers, MODIFIER.
workers, many of whom are blah... -> isn't this wrong??? don't you think A has a correct modifier by not using "ARE"?

To qualify for a modifier, last part should be a phrase rather than a clause.

'a patchwork of greenfields that surround', that refers to greenfields(plural) itself

in 'a patchwork of greenfields that surrounds', that refers to patchwork(singular)

what 'that' refers to depends on the verb that follows it.
