The United States is indeed singular, but here the case is special - 'subjunctive mood'.
In subjunctive mood, the construction is this way, bossy verb (suggest, mandate etc) + that + noun + bare infinitive form of the verb.
The bare infinitive form of the verb is usually in plural form. Hence 'have' is the right here instead of 'has'.
