From the above inference we can clearly rule out B. Moreover as mentioned in the last lines: "T
he Lone Wolf decision ended this era of formal negotiation and finally did away with what had increasingly become the empty formality of obtaining tribal consent.", it was the "Lone Wolf" decision that ended this formal negotiation and not the congressional action of 1871.
